If the "+" is part of the "rec" value -- as in: "AQCgAHB8+V4GAQAA" -- it
should have been URL encoded as "%2B" -- as in: "AQCgAHB8%2BV4GAQAA" --
because the "+" sign is usually used to encode spaces in URLs, so it is
usually automatically decoded back to a space character.

So, this seems to be an error on the submitter/sender side, not the server
(xb2net) side.
